This is a classic case of a well-written article by a well-informed writer who assumes that any reader is just as well-informed. Most people (like me) coming across this article are totally baffled: what subject are we talking about, anyway? You have to work down quite a ways to realize that it involves telecommunications rather than modern art or aerodynamics or something else.
It needs an introductory sentence or two, putting 3g in a simple context so that readers can decide whether they want/need to learn the details. Such introductions are hard to write and they require a good knowledge of the topic - I hope the author will take pity on the less-informed and return to do this.
